I have no idea whether it's ebay or the seller, I imaging ebay is at fault to a greater degree, firstly the wrong item arrived, secondly communication with the seller through the 'contact seller' option, didn't work. At which point I asked ebay to speak to the seller for me, since I do not have a printer and was therein unable to produce a label. True to form ebay have done nothing. Moreover, I'm left with two badges that I don't want and still haven't received the item I ordered, and paid for
