After disassembling, interior, dry brittle diaphragm, rust stains on the needle pivot rod.
I ultrasonic cleaned and carb cleaned all passaged and installed a new OEM rebuild kit.
The now rebuilt carb had poor high jet response. The powerhead was pressure tested twice for positive and negative vacuum with no leakage. Welch plug was also removed and distribution port were cleaned. These used OEM carbs are not a for sure thing. NOT blaming the seller, but a $13 AM carb fixed the problem.
