The bottom that is exposed was not painted and the 3m tape was on the bottom. The bottom is what you can see and it doesnt attach to anything so it should have been painted like the rest of it and the 3m tape should have been on the side that attaches to the jeep. I'm sure they will work fine once they are painted in the right places and the 3m tape is applied to the right sides.
