Both were brand new, as good of quality as plastic gets, very great value, since I saw them in multiple other places for over $40 for just one, appears exactly like the picture I bought it from. Of course you can hear it, what do you expect with a little thing moves more are than a few box fans (my guess), you could supercharge a Volkswagen with a few of these things! (my guess again, someone do that please)! It's moving the cat flag pretty good in the picture there.
