Seller sent wrong item. They said to send it back and they would send correct item. This was done. Now seller refuses to send correct item or respond to messages.

Items were incorrectly sent to wrong buyers. The other buyer refuses to send back this buyers item so I refunded. What more can I do? I cannot send an item I do not have. Proof is the other guys kite item has been relisted because he wont return the incorrect item even though I sent him a prepaid label to send it back to me.I have apologized profusely to these buyers.
