The most basic tenet of democracy is that government is 'by the people for the people', but the effect of political partisanship and the First-Past-the-Post voting system has been to make both countries, in the words of the Conservative peer Lord Hailsham, 'elective dictatorships' rather than democracies. What is the remedy? 'We need proportional representation. We need to lower the voting age to 16. We need a written constitution. We need to separate the functions and powers of the executive, the legislature and the judiciary.'
