I tried a few different things like clamps etc trying to get the clips to pop into place. Finally after an hour of messing with it I used a large c clamp to get the step by the license plate popped in and then worked outward to the ends, smacking it with a rubber mallet and got all of them except the two ends. No matter if I clamp it or beat it it won't go all the way in.
