We explained this to the buyer in addition to offering a full refund. The buyer is located in Sweeden and the item was shipped to them directly by the eBay International Shipping program. So they are required to open a return request in order for eBay to issue them a refund. We clearly explained the process to the buyer that sellers cannot issue refunds for shipments through eBay International Shipping.
