    The quality of the bags were new. The Condition when they arrived were new and sealed in a clear bag. The value was well worth it as these bags are military grade dry bags that will take more punishment than todays dry bags. There appearance is of military and have draw string closures instead of the roll down and clip that you see on dry bags of today. The material does give off an odor but I just left them out on the patio for a few days and the smell is gone. I do recommend these dry bags.
