Shipping cost appropriate for size and weight. It is new in that nothing was glued together, and it all seems to be there. However, the die-cut parts were horridly punched out with torn edges on the balsa, a truly new kit would have allowed me to separate the parts myself with more care and much better edges. So, it is new with one caveat! Good value, great eBay!
