I don't believe that, because in 30 years of buying on eBay, that has never happened for any of my purchases. What I believe is the Seller never had it in stock, so used that reason to protect their credibility. Also, the eBay system sent me an email that it was DELIVERED (which it was not) and that same email indicated my payment would be refunded (which it eventually was).
