So through Ebay a Case was opened against the Seller. It was suggested that I report this Seller 'in Violation of Ebay Policy', which I did. Finally, out of nowhere the Seller responded 2 times that she had "Refunded and had made A New Offer", which was a lie and it was Very Peculiar! Ebay finally just refunded my money!
