Nations across the globe enjoy (or suffer) highly varied levels of success in maintaining quality health care systems while controlling cost. This volume's most valuable contributions are case studies that examine the efforts of individual nations to implement cost control strategies in their own historical contexts (chapters 10-17) as well as reviews of recent cross-country empirical analyses of such strategies (chapters 6-9). As an outlet for IMF staff papers, the quality of the analysis is not uniformly up to the standards of top peer-reviewed journals, though most papers are quite readable. The volume itself is well organized and includes, in chapter 1, extremely useful summaries of each paper. This work would be useful to advanced undergraduate economics majors with a strong interest in health care reform, for example, students writing their senior thesis on health care or considering graduate school in health economics or public policy. However, while it contains thoughtful discussions on the trade-offs involved in health care reform, this volume would not serve most undergraduates well as an introduction to these concepts. A good public finance text (e.g., Jonathan Gruber's Public Finance and Public Policy, 2004) would be a better place to start before picking up this volume. Summing Up: Recommended.
