Case was in fact, not factory sealed and the security tape had been cut open prior to delivery. Additionally, the Planeswalker Party Commander Box had been opened and then taped shut with the contents obviously not in the correct order, but the sample pack and deck had not been opened. All other Commander Decks appeared to be unopened/damaged although the Enduring Enchantments Commander Box had tape on it.
