I don't know how the rack is supposed to attach to the bike, but I'm using the existing factory rack on the bike (FLHTP). The mounting holes in the tour pack didn't line up to the factory mount, but drilling new holes directly next to the existing holes solved that problem. It works as it should. I don't have a factory tour pack to compare, but holds two extra large helmets, and is much more affordable than Harley parts.
