Contacted the seller and they did not provide any help and told me they considered the matter closed. Even in the case where the bill was sent and there was postal fraud, it would have been nice to get some support from the seller rather than dismissing the fact that I paid for an empty envelope. He also still has this note for sale on ebay. Based on my experience collecting notes for several years without issue, I would avoid this seller!
