I left neutral feedback because the device was dusty, and that dust had affected the potentiometers. This was not declared, so the seller failed to test, or failed to declare the faults. He would accept a return, but asked me to let him send a prepaid form to print. This is a thing best managed openly, via Ebay's normal methods. I didn't ask for return anyway, I wanted the device for software testing. A modest partial refund is a reasonable request, but the seller refused to negotiate anything.
