I’m suspicious they are CMP HX cards (which are restricted to x1) reworked with a Titan V cooler but not sure as float performance was normal. Slight rust, mismatched bracket screws, peeling labels so maybe water damage impacting PCIe training. Vendor helped try debug the problem before requesting a return then promptly refunded 100%. Good value if 1x is OK for you.
