The condition was better than expected as it looked brand new with no signs of ever having been used. The one hitch was not initially using a power supply that could supply the needed current (at least more than an amp) for the OCXO. Once a larger supply was used, the unit started behaving perfectly. Current draw when in stable operation seems to be about a third of an amp so it s just getting through the start-up transient.
