The seller labeled the products correctly as '4CX250's. The lack of the usual suffix 'B' 'K' etc. in the type numbers indicates these tubes are probably prototypes or very early production. The seller advertised them as 'tested', and probably did something like a filament continuity check, but such tubes must have voltages and cooling applied to be properly tested. These tubes were gassy.
