Especially since the buyer (not the seller) knows up front the costs. And why does EBAY still have a rating for shipping times? When the seller has zero control on: delays caused by weather, and work stoppages. These 2 rating factors also go into the sellers rating metrics used by EBAY. Get rid of these.
