Corrosion on mower charge port pins. The Charger has to read the battery Voltage. Corrosion increases the connection resistance. Try cleaning mower pins. The batteries are not the same age or same manufacturer, Did you mix old with new batteries? Last is corrosion on one or both battery connectors within mower. All will let batteries charge but one or both batteries will not reach a full charge..
