Sorry to hear you have opened a sealed Royal Mint Presentation Pack from 9 years ago and have found the obverse of the coin to be toned, I'm afraid a coin in a Sealed Royal Mint Presentation Pack we can only see the reverse of the coin and cannot not see if a coin is toned on the obverse of the coin is this part hidden inside the pack.
