After doing a ton of digging as to why this wasn't working for me, I found out the Frontier FMT25A is a specialized “MoCA 2.5 Access” adapter with a fixed operating band of 400–900 MHz. The Xfinity modems are on the standard frequency band ~1125–1675 MHz so they don't even see each other. Bummed out this didn't work as expected.
