Not sure on what "fully functional" means when the only thing that turns on is the power button. If I'm lucky, the dashboard would show up but when it comes to trying to do a factory reset and update the system it stalls the point I have to do a hard reset and try to start the process again. When it does decide to work it's just a black screen for about 5 minutes to actually start up and for me to try to get this to work.
