ANY wheel cover NEEDS ALL the attaching tabs to make it sell-able. Oh well ya win some, ya lose some :I m over it. It was not a good hubcap, but we thought someone might have a use for it. The defects (broken tabs) were listed in description and it was listed as "not working - for parts".
