Verified my wiring, checked the fuses, everything was good. Out of frustration I tried hitting the side of the pump with the screwdriver handle and it started pumping again. Maybe it has bad bearings, or vibration dampening, or something else...I would say this is not fit for a vehicle which vibrates going down the road...wrong harness and inlet/outlet size for 1986 Honda Shadow 700.
