Fan works now but was very reluctant to start. I powered it up and it did not spin.I was using the correct voltage and polarity. I flicked the fan blade many times and finally it ran briefly and then stopped with a clacking noise, finally it continued to run but would not restart after power down and power re applied. I coaxed it into running again and let it run for approx 1 hour Finally it would start and run reliably.
