But it seems like there's a pattern here the seller must be in some financial line that he needs the money and the moment. Promises a product. Then when he's in a better financial status, he'll initiate a refund. While playing dumbfounded. Even using death as an excuse, very very surprised eBay is allowing him or her to continue running the scam.

I'm very surprised that Ebay is allowing the seller to continuously scam. The only thing I can think is he needs the money in the moment , promises a product, and then when he is in a better financial situation, he will initiates a refund.
