In this documentary about poor Bolivian women, filmmakers Alexandra Anderson and Anne Cottringer put a human face on a charged and seemingly esoteric political issue: Third World government debt. When a large percentage of a nation's budget is earmarked for debt payments, peasant workers and their families bear the brunt of cutbacks to health, education, and agricultural programs -- and contrary to popular belief, these poor women (who speak out passionately in the film) have a thorough understanding of the domestic and foreign policies that give them "hell to pay."
