Apply on face immediately after patting dry, ie. damp. On oily skin however, you should dilute this with a bit of water in your hand before applying. It can be a little too moisturizing. And yes this is basically the cheapest niacinimide product with 5% actually mentioned with no other active ingredients and non-comedogenic as well as fragrance free.
