The sale of certain types of items is prohibited under Malaysian law.
eBay Malaysia has also decided to adopt the “Embargoed goods and prohibited countries” policy of eBay.com in regard to embargoed goods and trade with prohibited countries. Various US agencies have sanctions in place that substantially regulate or ban all trade with particular countries (including Cuba, Iran, North Korea, Syria, and the Crimea, Donetsk People's Republic (DNR), and Luhansk People's Republic (LNR) regions of Ukraine (as defined under applicable sanctions)). eBay doesn’t allow the sale of embargoed (restricted) items from those countries.
US Federal agencies have also banned or regulated trade between US persons and certain organisations, businesses and individuals. eBay does not allow those organisations, businesses or individuals to use our service.
Buyers and sellers posting internationally should periodically review current information about which countries and users may be affected by sanctions enforced by the Malaysian government and/or the Office of Foreign Assets Control of the US Department of the Treasury. The items must still meet all eBay policy guidelines.
Activity on eBay is required to follow this policy, the eBay User Agreement and all applicable laws, as well as respect the rights of third parties. If it doesn’t, eBay may take action consistent with applicable laws and the eBay User Agreement, and may even be legally required to do so. Such actions may include, as an example only: Removing the listing or other content, issuing a warning, restricting activity or account suspension.

The following information is meant as a general guideline to help you determine if an item is allowed on eBay.
Allowed
- Certain informational items from sanctioned countries, such as books, movies, artwork, photographs, music, or similar materials.
Restricted
- Replica items of antiques and artifacts must clearly state that they're replicas.
- The items must still meet all eBay policy guidelines.
Not allowed
- We don’t allow items on our site if they fall under the embargo regulations relating to the following countries:
- Cuba
- Iran
- North Korea
- Syria
- The Crimea, Donetsk People's Republic (DNR), and Luhansk People's Republic (LNR) regions of Ukraine (as defined under applicable sanctions)
- Items from Russia subject to international sanctions
We also don't allow organizations, businesses, or individuals from these countries to have or register accounts while based in these countries.
We don’t allow organizations, businesses or individuals on the United States Specially Designated Nationals (SDNs) list to have or register accounts.

Malaysian laws
The Customs (Prohibition of Exports) Order 2008 and Customs (Prohibition of Imports) Order 2008 prohibit the export and import of certain goods to certain countries or territories. For example, the import of goods into Malaysia from Yugoslavia requires an Import Licence to be obtained. Furthermore, as Malaysia does not have diplomatic relations with Israel, trading with Israel is not allowed without the requisite import or export licence from the Ministry of International Trade and Industry.
Other legislation such as the Arms Act 1960 and the Chemical Weapons Convention Act 2005 also impose prohibitions on the export of certain items.
A special permit is required under the Strategic Trade Regulations 2010 for the export of certain items to Korea and Iran. The Strategic Trade (Restricted End-Users and Prohibited End-Users) Order 2010 absolutely prohibits the export of certain items to listed individuals and entities in North Korea and Iran.

Why does eBay have this policy?
eBay urges its sellers and buyers to comply with all governmental laws and regulations. Since the sale of embargoed items are prohibited under United States law and the sale of certain items is prohibited to certain countries and users under Malaysian law, sellers may not list them on eBay.
